1. General provisions

The All-Russian competition for the best organization of the activities of student self-government bodies (hereinafter - OSSU) of educational institutions of secondary and higher vocational education (hereinafter - the Competition) was established with the aim of developing and popularizing the activities of OSSU in educational institutions of secondary and higher vocational education.

Founders of the Competition:

· Department of additional education of children, upbringing and youth policy of the Ministry of Education and Science of the Russian Federation

· All-Russian public organization "Russian Union of Youth" (hereinafter - RSM)

2. Objectives of the Competition

· Analysis and identification of the most effective mechanisms for the activities of OSSU;

· Identification of innovative experience of OSSU;

· Transfer of experience in the most successful organization of OSSU activities to educational institutions of secondary and higher vocational education;

· Attracting the attention of the state and society to the development of student self-government;

· Development of social activity of student youth.

3. Competition nominations

The following nominations are established in the Competition:

4. Competitors

State and non-state educational institutions of secondary and higher professional education that have state accreditation (hereinafter referred to as educational institutions) are invited to participate in the Competition, regardless of departmental affiliation and training profile.

Applications for the nomination “The most effective activities of the United Student Council” are accepted only from the United Student Council.

Applications for the nomination “The most effective activity of a student association” are accepted only from student associations that have been operating for at least a year.

Applications for the nomination “The most effective activity of the head of a student government body” are accepted only from the heads of OSSU.

Applications for the nominations “The best system for preparing student activists” and “The best system for building information work in an educational institution” are accepted only for systems that have been operating for at least two years.

Applications for project nominations are accepted only for projects that have already been implemented in educational institutions.

5. Procedure for the Competition

The competition consists of two rounds – correspondence and full-time.

Based on the results of the correspondence round, educational institutions are selected for open defense in the full-time round.

No more than one application for each nomination is accepted from each educational institution. The set of documents required to participate in the Competition must consist of:

Applications (see Appendix 1);

Materials provided for by the nomination (see Appendix 2).

Materials must be submitted electronically along with attachments
(1 copy, no more than 25 pages, font - Times New Roman, point height - 14, line spacing - 1.0). Materials submitted for the Competition are not reviewed and will not be returned.

Materials that do not meet the requirements are not allowed to participate in the Competition. The founders of the Competition have the right to publish materials sent to the Competition.

The full-time round takes place in the form of an open defense. The procedure for conducting an open defense will be communicated to participants of the Competition who have passed the correspondence round via the website www. *****.

6. Ensuring the Competition

To ensure the conduct of the Competition, a Competition Commission for the Competition (hereinafter referred to as the Commission) and an Expert Council of the Competition (hereinafter referred to as the Council) are created and approved, which includes representatives of the founders of the Competition, specialists in the field of youth policy, leaders and managers of the OSSU, and representatives of the public. The activities of the Commission and the Competition Council are coordinated by the RSM Student Programs Department.

The Commission is created to organize the correspondence and in-person stages of the Competition, collect materials provided for the Competition, determine the compliance of materials with the requirements of the Competition, prepare and conduct meetings of the Council, maintain minutes and competition documentation, summarize and analyze information about materials received for the Competition.

The Council is created to conduct an examination of materials submitted to the Competition, issue expert opinions and recommendations based on the results of the Competition.

7. Summing up the Competition

The results of the Competition are summed up on the basis of the conclusion of the Council based on the results of the in-person round. The winners, in accordance with the conclusion of the Council, are awarded the title of Laureate, Diploma holder of I, II or III degrees, Participant of the Competition.

The Council has the right to introduce additional titles within the main nominations of the Competition.

8. Dates of the Competition

Applications for the correspondence round of the Competition are accepted until January 10, 2013. Results of the correspondence stage - until January 20, 2013. Conducting the in-person stage of the Competition from February 5 to 9 as part of the Winter session of the All-Russian School of Student Government “Leader of the 21st Century”.

A total of 129 works were submitted for participation in the competition. At the first stage of the competition, in the period from September 1 to September 30, 2017, the FUMO SPO for the relevant enlarged groups of professions/specialties collected and registered competitive works submitted by participants, and an initial documentary examination, including an assessment of the submitted materials for compliance with the goals and objectives of the competition , completeness of materials and their practical significance for the open source software system. The results of the qualifying round were documented in the minutes of the meetings of the expert groups of the FUMO SPO, indicating the number of points for each of the selected works. The competitive works, applications and presentations for them, selected by the expert groups of the FUMO SPO, together with the minutes of the meetings of the expert groups, were sent to the Expert Council of the Competition. The competition's expert council carried out a substantive examination of the submitted works according to the criteria specified in the Regulations on the Competition. The results of the examination, presented in the form of completed expert sheets, were transferred to the Organizing Committee of the Competition.
